F-Locrian bb7 consists of the notes F, Gb, Ab, Bb, Cb, Db, D, and its scale-degree formula is 1-b2-b3-4-b5-b6-bb7.
F-Locrian bb7 is the 7th relative mode of the F#-Harmonic Major scale. In other words, it shares the same notes as the F#-Harmonic Major scale but is centered around F as the root note, giving it a unique modal character.
A more technically accurate—but harder to read—spelling of the scale based on its degree formula would be: F, Gb, Ab, Bb, Cb, Db, Ebb. So, the note D is used as an enharmonic equivalent of Ebb to simplify readability.
But you are free and encouraged to come up with your own uses as well.
